The DOL sets four prevailing wage levels for each occupation and location. Level I is for entry-level workers. Level II is for qualified workers. Level III is for experienced workers. Level IV is for fully competent workers. Employers must pay at least the prevailing wage for the level they specify in their filing. A company with heavy Level I filings may be systematically hiring at the minimum wage floor allowed.
